The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects. MEAL Manager

Job Description Organization Background The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict, and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 22 U.S. cities, we improve outcomes in the areas of health, safety, economic well-being, education, and power. Given the disparity faced by women and girls, IRC seeks to narrow gender inequalities and ensure the social inclusion of all vulnerable groups in broader policies, processes, and actions affecting their lives. The IRC has been working in Uganda since 1998 supporting refugees, vulnerable host communities, and various institutions in the country notably the government, community-based organizations, civil society, and the private sector. Currently, the IRC in Uganda has a presence across five sub-regions and six refugee settlements, implementing programming in the sectors of health, protection, and rule of law (PRoL), women’s protection and empowerment (WPE), economic recovery and development (ERD), and education. IRC Uganda also implements cross-cutting programming focused on systems strengthening and accountability to affected persons. Job Overview Reporting to the country Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator, the MEAL manager will work in close collaboration with field staff in the different sectors to support teams to optimize MEAL capacities and opportunities to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, especially the Data Ambition, and the Country Strategic Action Plan. The MEAL Manager will ensure that monitoring, evaluation, accountability, and data management system is in place, sufficiently resourced, and successfully implemented from collection to visualization. The manager will ensure that MEAL principles are integrated into every step of the project cycle, as per IRC’s MEAL Handbook, and contribute to the implementation of the Country Strategic Action Plan and Strategy 100. The staff will be responsible for all MEAL-related project actions (project start-up, implementation, and close-out), providing technical MEAL leadership within the region (West Nile and Karamoja) while collaborating with field-based MEAL staff, with specific attention to data quality and use, s/he will be responsible for building the capacity of staff in all MEL related work based on identified needs including providing technical support on data collection methods, data analysis, data quality assurance, client responsiveness, gender analysis, and result-based management. S/he will also ensure quality data collected is entered into a data platform, data analysis is completed by project teams, and will play a key role in the process of reporting on the impact of the IRC program to donors. The MEAL Manager will conduct frequent visits to field operations to assess the quality of the program, MEAL work, and ensure understanding and compliance with MEAL procedures and provide guidance and coaching to staff. Duties And Responsibilities Leadership and Partnership Manage all technical aspects and actions of MEAL regarding setting up a robust monitoring plan, developing monitoring and evaluation guidelines, frameworks, indicator matrix, and data flow plans working in close collaboration with the Program technical coordinators/Managers, and responding to program needs; foster high standards and practices for quality data, analysis, and reports through the project life cycle. Enable accountability to clients, partners, and donors. Improve MEAL systems and approaches and foster learning. Represent IRC at technical meetings, forums, and other events & build partnerships within IRC and other areas of expertise. Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making and adaptations. Technical Oversight Run the MEAL system and processes for the project in harmony with the MEAL Country and Global Strategies throughout the project cycle which include: Collaborate with MEAL and non-MEAL staff to ensure that data is collected, compiled, and checked for its quality and completeness in compliance with IRC and donors’ standards for data quality Document and share learning, evidence, and data from previous projects to inform project proposal design Implement MEAL plans, revise (digital) data collection tools, follow up on processes for online data management, conduct data quality checks, and audits, and update for data visualization and utilization. Undertake regular analysis of monitoring data and work closely with program officers and managers to facilitate decision-making for real-time program adaptation. Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings. Identify, document, and share client feedback to improve services and results for our clients. Support deployment of surveys such as baseline and end line, needs assessment, pilot studies, client exit interviews, client satisfaction, and the commission of evaluations in coordination with colleagues and partners.
