KE- ARDU Coordinator (I)

Introduction :  Church World Service (CWS) is a not-for-profit, faith-based organization transforming communities around the globe through just and sustainable solutions to hunger, poverty, displacement and disaster. Primary Purpose This position is responsible for the management of the Africa Regional Deployment Unit (ARDU). This includes coordination with RSC Africa Programs division, BPRM Regional Refugee Coordinators and UNHCR to determine strategic use of deployments to increase referrals to the USRAP and address deferrals in Africa, as well as the management of staff assigned. This also includes collaborating with other program departments within RSC Africa. This position ensures that RSC Africa processing priorities and targets are met and that policies are strictly followed. The position is a member of the RSC Africa Leadership Team and Senior Programs Team. This position works closely with the Associate Director of Refugee Processing to position ARDU within CWS’ overall programmatic strategies. Compliance Essential Duties : Ensures all deployment functions within the ARDU Department strictly adhere to the DOS/BPRM, CWS RSC Africa policies, guidelines and procedures. Maintains regular communication with the UNHCR Division for International Protection to ensure CWS RSC Africa deployments to UNHCR offices are compliant with all UNHCR policies. Oversees the development, implementation, dissemination and monitoring of departmental standard operating procedures (SOPs) for deployments in sub-Saharan Africa. Leads regular departmental process reviews to compare requirements vs. current outputs. Monitors policy changes including UNHCR, identifies effects of such changes on the department’s internal SOPs and ensures effective implementation of policy updates. Conducts job function observations of ARDU staff to ensure compliance is met and identifies areas of improvement or training needs. Oversees effective planning, coordination, execution, and monitoring of ARDU deployments, including timely communication to external and internal partners, updating of ARDU reports and tools and timely dissemination of deployment reports. Data Management and Analysis Ensures that all ARDU activities are completed in an efficient and effective manner and reflect USRAP priorities for Sub-Saharan Africa. Oversees the development and maintenance of departmental reports and quality control (QC) checks. Develops annual/quarterly projections to inform Programs Division priorities, with a focus on ARDU Department activity. Develops and implements department-specific pipeline analysis reports to inform workload and staffing projections, and to anticipate future workloads. Coordinates with other Programs departments, as needed, to efficiently allocate staff resources; Establishes and maintains effective communication systems regarding data within the department and other program departments. Reviews and distributes departmental reports on schedule. Representation Maintains effective relationships with RSC Africa/USRAP partners, including PRM, UNHCR Regional Bureau and country operations. Ensures partner communication from the ARDU Department is professional, timely and proactive. Champions CWS policy, procedures, and organizational culture to Programs staff, and contribute to Programs Division strategies for ensuring staff fully understand and abide by CWS policies. Ensures ARDU staff are professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues. Performance Management Provides direct supervision and leadership to Senior ARDU staff, including yearly performance evaluations, monitoring professional development, and coordinating leave. Ensures coaching, mentoring, feedback and corrective action plans are being carried out across the department. Ensures establishment of performance expectations and communication, on-boarding and training. Develops departmental performance management systems, in coordination with Programs Management, that support consistency in work outputs. Maintains accurate and current job descriptions for the ARDU Department. Staff Care Ensures a safe, healthy and professional work environment. Oversees the process of ensuring staff’s well-being while in the field. Ensures direct reports are accessing and using their benefits appropriately including leave. Actively supports staff by promoting safe space, open-door and the escalation policy. Establishes and communicates clear expectations to staff to foster a predictable and consistent work environment. Program Administration Coordinates with the Director, Deputy Director for Operations, and other Program divisions as well as the US Refugee Coordinator and UNHCR to determine appropriate locations for deployments. Develops strategic and annual plans for ARDU and closely monitors and tracks progress towards achievements of established annual goals and objectives. Determines annual departmental staff modelling, and deployment projections, which contribute to Programs annual budget. Manages Programs Division inputs to human resources activities for all ARDU staff, including hiring, evaluations, leave management, and disciplinary actions. Oversees the use of the budget as it relates to ARDU and monitors effective and appropriate use of resources across the department. Ensures effective deployment coordination with logistics, finance, and security including deployment projections, security updates, news from the field, expense reports and financial management.

CONTEXTUAL BACKGROUND The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damaturu of Yobe State. Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods Job Overview/Summary HeRON Project Overview USAID/FCDO Health Resilience of Northeast Nigeria (HeRON) Service delivery project in Borno and Yobe states supports delivery of quality integrated primary healthcare, reproductive, maternal, newborn and child health services, to improve evidence-based decision making, accountability at all levels of service delivery. IRC leads a consortium of humanitarian and development implementing partners (Action Against Hunger – AAH/ACF, Society for Family Health Nigeria). The Project team is working work alongside states and local government authorities, strengthening their capacity to effectively deliver quality integrated primary healthcare, reproductive, maternal, and newborn and child health and nutrition services. Scope of Work The HeRoN project manager will report to the HeRoN senior project Manager. S/he will be responsible for working with the Yobe State ministries, departments and agencies and local government health authorities to ensure implementation of HeRoN health system strengthening approaches and initiatives is in line with the States Strategic health plans and Health Sector priorities. Maintain collaborative working relationships established among key government officials, The position requires experience working with government health care system, Experience of working in partnership with or directly with the Ministry of Health, Ability to plan and collaborate with States &LGAs, and an Ability to manage a wide range of stakeholders for collaboration, coordination, and consultation. S/he will work collaboratively with program managers from other HeRON implementing partners (AAH and SFH) to achieve harmonize concept, approaches and capacity buildings at states and LGA levels. Major Responsibilities Program Management, Technical Quality, and Strategy The HeRoN project Manager will report to the HeRON Senior Project Manager, he/she is the focal point for IRC’s HeRON program implementation at the facility and LGA level in the state of assignment and will directly supervise a team of Senior capacity building officers and other project field staff. The HeRON project Manager will coordinate with the state’s ministry of health to ensure activities implemented align to Government needs, plans and priorities, and in compliance with donor guidelines. He/she will collaborate with the facility staffs, local Government health authority and community structures to identify gaps in quality health care service delivery and take the necessary steps to address those gaps. S/he provides technical support to the LGA and states in planning, implementing, and monitoring of high impact interventions and provides technical support and mentoring to the actualization of health system strengthening initiatives   Participate in the development of HeRoN field implementation work plans, budgets, and track the implementation of the plans at the health facility, LGA and state levels to improve the delivery of basic health package at the facility level. Work with the state and LGA to carry out joint integrated supportive supervision adopting the existing National ISS tools, design action plan based on the findings of the ISS, follow up and provide technical guidance to the implementation of the plans Organize regular review meetings with the LGA and state to discuss successes, challenges and design roadmaps for sustainability and impact Work with community-based organizations at the communities of intervention to improve community and social accountability through enhancing functionality of community structures (WDCs, CHIPs) to provide oversight to the health facility activities. Work in close coordination with the HeRON governance manager to track effective implementation of the PDIA approach and organizational development plans. Coordinates with the Consortium leadership to regularly review and track progress of the engagement and sustainability plans Conduct regular reviews of project implementation with the senior capacity building officers to track progress against set targets and deliverables. Coordinate with other IRC departments to respond to acute emergency needs as approved by the donors and collaborate with other USAID funded partners to maximize effective use of resources within the state of assignment. Monitor, review the performance of the senior capacity building officers and organize meetings and provide mentoring to ensure their organizational set targets and objectives are met contributing to the overall client’s quality of care Monitor the purchase and use of materials, equipment, and supplies Identify opportunities for program development and coordinates with other actors and technical working groups Perform any other relevant task as directed by the supervisor. Staff Performance Management, Learning & Development: Hire, supervise, and build the capacity of project team members in relevant technical and management competencies. Develop and implement remote management capacity building approaches to build the strengths of his/her team. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews. Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly. Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths. As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff. The project is intended to contribute to the elimination of malaria in the districts of Soroti and Katakwi through malaria prevention and control interventions. Key Outputs/Responsibilities. Project leadership and management Provider oversight leadership and management of project staff and partners Monitoring and supervision of implementation of project interventions. Lead and coordinate with all stakeholders, partners and sub-grantee for the project. Ensure implementation is within the design timelines and are aligned to MOH sector and WVU national strategy. Job Summary FHI 360 is seeking applications for a Technical Lead for an anticipated five-year Maternal, Newborn and Child Health (MNCH) project in Zimbabwe, focused on improving maternal, youth and child health and survival in targeted communities and populations. The Technical Lead is responsible for the technical leadership and technical oversight of the project, with a focus on implementation of evidence-based, high quality, multi-sectoral interventions to strengthen the access to, utilization and delivery of integrated, quality MNCH and FP services by improving quality and youth friendliness of MNCH and FP services throughout the continuum of care and strengthening community systems and linkages. The Technical Lead will manage the design and implementation of key components of the program description and ensure adherence to global standard of excellence in health service delivery programming. They may also serve as Acting Deputy Chief of Party (DCOP) in the absence of the project DCOP. The position will likely be based in Mutare (but possibly Harare) and will report to the projects Chief of Party (COP).  Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval. Main Duties/Responsibilities Provide technical leadership in the development and implementation of strategies, interventions and activities that are aimed at strengthening the delivery of quality integrated MNCH/FP services, improving the quality and youth friendliness of MNCH/FP services, strengthening community systems and linkages throughout the continuum of care and reducing socio-cultural barriers to uptake of health seeking behaviors. Ensure that project strategies and activities are evidence-based and in line with state-of-the art, globally recognized best practices as well as aligned with Zimbabwe’s national guidelines and policies. Advise and support the COP in providing direction to project implementation; this includes ensuring that the project meets stated goals and expected results/targets and that it remains compliant with donor reporting requirements, contractual terms and conditions, and organizational policies and procedures. Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools, to the Zimbabwean context, as needed. Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners. Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision. Take a leadership role in the development and timely submission of work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence. Work closely with the project’s Monitoring and Evaluation (M&E) Lead and team to deliver project quality benchmarks, baseline, monitoring, evaluation and key lessons learned. Collaborate with the COP to provide leadership to the program, ensure technical and strategic program direction, and provide high quality technical assistance. Liaise with key partners and stakeholders to meet program objectives and deliver results, including monitoring sub-recipients’ performance and sub-award status. Collaborate with the COP to ensure the development of timely, high quality and regulation compliant reporting per FHI 360 and donor guidelines. Represent the project at stakeholder meetings at national, provincial and district levels. Supervise a team of project staff (technical staff and provincial teams); this includes ensuring that clear roles and responsibilities and lines of communication are maintained amongst the team members, that there is a high level of technical and operational efficiency in delivering project activities country-wide, and that staff are appropriately motivated and held accountable for expected performance. May serve as Acting DCOP.
