Consultant – Public Debt in Developing Countries

INTERNATIONAL INSTITUTE FOR SUSTAINABLE DEVELOPMEN

Scope   In 2024, IISD aims to expand its Tax Program to include other aspects of public finance, with a particular focus on public debt. Tax and public debt are inextricably linked. We plan to bring the two areas together to provide developing countries with comprehensive guidance on how to increase tax revenues to fund public spending while reducing the existing debt burden at the same time. This burden is a major issue globally and a constraint on the ability of developing countries to pursue development and climate objectives. There are real concerns, for example, that Just Transition Energy Partnerships (JTEPs) could lead to further indebtedness of developing countries. IISD will work with countries to help limit further public debt, including in relation to climate commitments. This work will be done in connection with IISD’s program on Sustainable Finance, which focuses on strengthening the role of private finance in achieving the SDGs, as well as with sectoral programs such as Energy, Climate, Nature, and Infrastructure.
