Governance Financing Agreement reference: 2100155042069 Project ID No.: P-Z1-KFO-075 The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Long term Expert on Tax Information System. The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.

AFRICAN TAX ADMINISTRATION FORUM (ATAF)

African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project on Public Financial Governance (RISPFG). The Short-Term Expert /Consultant will assist ATAF to develop a database of firm level tax statistics obtained from African countries on indicators related to the taxation of the digital economy, under Pillar1 and 2 of the OECD Inclusive Framework. The expert will also help the Domestic Resource Mobilisation team at ATAF to develop analytics tools that can be customised to the needs of African countries and used to analyse the firm level data from African tax administrations. The expert will help develop selected ATAF members’ skills in collecting the necessary data for analysis of the implications of the OECD Inclusive Framework Pillar Two Global Anti-Base Erosion (GloBE) rules.

Purpose of consultancy To provide technical guidance to the NCD Management (MND) unit in developing a vibrant community engagement platform for chronic respiratory diseases on the WHO Knowledge Action Portal on NCDs. To facilitate the meaningful engagement of people living with asthma and COPD, focusing on low-and middle-income countries. Background The WHO Global Action Plan for the Prevention and Control of Noncommunicable Diseases (2013-2030) was adopted by the sixty-sixth World Health Assembly in 2013 and included the target of a 25% relative reduction in premature mortality from NCDs by 2025. These NCDs include cardiovascular diseases, cancers, chronic respiratory diseases, and diabetes. Subsequently, in the 2030 Agenda for Sustainable Development, Heads of State and Government made a commitment in Sustainable Development Goal (SDG) target 3.4 By 2030, reduce by one third premature mortality from NCDs, through prevention and treatment and the promote mental health and well-being.
