Consultant- Early childhood development, curriculum development - (2302404) Purpose of consultancy To contribute to the development of competency frameworks, curriculum development, design of virtual learning materials, and design of operational guidance on how to strengthen pre-service education for different workforce cadres, to support nurturing care for early childhood development. Background In May 2018, the Nurturing Care Framework for Early Childhood Development (ECD) was launched alongside the World Health Assembly. Coordinated by WHO, the Framework was developed in partnership with UNICEF, the World Bank Group, the Partnership for Maternal, Newborn and Child Health (PMNCH) and the ECD Action Network (ECDAN). The Framework has been very well received by governments and partners and there is now movement to upgrade global and national child health agendas to better address young children’s development. The Framework emphasizes the important role of the health workforce in supporting caregivers to provide their children nurturing care. Actualizing this vision requires strengthening pre- and in-service education. The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Short-Term Expert for Comprehensive Analysis on Extractives. The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. The Short-Term Expert for comprehensive analysis on extractives will be accountable for conducting original research on the mining fiscal regimes (including detailed analysis of existing fiscal regimes to identify gaps) and the coordination with ATAF member states that would have expressed interest in participating in the project.

Governance Financing Agreement reference: 2100155042069 Project ID No.: P-Z1-KFO-075 The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Long term Expert on Tax Information System. The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.
