The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Program Manager. The services included under this project are: Setting up a performance-based project management system which would include setting up of overall project framework, clarifying core implementation needs for key stakeholders and developing baselines on indicators Establishing a baseline against which to measure progress with achievement of the indicators Establishing targets and timelines for their achievement against the project indicators Implementing project deliverables to include, amongst others, facilitating participation of stakeholders, determination of execution of capacity building requirements, coordinating or joining external supervision missions Coordinating annual work planning and budgeting for the project Establishing the project’s management information system as a base for project steering and decision-making during implementation.

The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.
