The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Tax Audit Specialist for the Agro-Processing Sector. The services included under this project are:   Developing and delivering learning products for tax auditors to increase their understanding of the steps involved in conducting a tax audit of the agro- processing sector, including the sub-sectors listed above; The expert is expected to share audit good practices to put in place in order to foster tax compliance of taxpayers operating in the sector; Providing audit skills and techniques on how to detect incomplete and inaccurate tax declarations submitted by taxpayers operating in the sector.

Short-Term Expert In Depth Study On Digitisation

AFRICAN TAX ADMINISTRATION FORUM (ATAF)

African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project on Public Financial Governance (RISPFG). The  Short-Term Expert /Consultant will assist ATAF to develop a database of firm level tax statistics obtained from African countries on indicators related to the taxation of the digital economy, under Pillar1 and 2 of the OECD Inclusive Framework. The expert will also help the Domestic Resource Mobilisation team at ATAF to develop analytics tools that can be customised to the needs of African countries and used to analyse the firm level data from African tax administrations. The expert will help develop selected ATAF members’ skills in collecting the necessary data for analysis of the implications of the OECD Inclusive Framework Pillar Two Global Anti-Base Erosion (GloBE) rules.

Background Over the last decade, the four countries around Lake Chad Basin, including Cameroon, Chad, Niger and Nigeria, have experienced unprecedented levels of crises, exacerbated by repeated incidences of violence from the Boko Haram terrorist group. These crises have deepened instability, slowed economic growth and engendered deep humanitarian concerns in the region. Additionally, the spread of radicalization especially amongst youth remain an imminent threat to peace, stability and development. Absolutist ideologies that reject co-existence, tolerance and progress represent an existential threat to these countries. As such, these ideologies have found recruits amongst the youth who believe that the state has failed them and that they are excluded from legitimate political and economic processes from time to time. Context: The IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to the management of the ten camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition and water, hygiene and sanitation. In 2012, to respond to drought and food insecurity, IRC expanded its geographic coverage in the Guéra region. IRC is currently working in three health districts Mongo, Mangalmé and Melfi and is providing prevention and treatment of malnutrition to the local population. In May 2016, IRC opened an office in the Lac region to respond to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to gender-based violence and women’s economic empowerment.
