À propos de l’offre d’emploi Organizational Setting and Work Relationships In humanitarian emergencies where UNHCR is designated as the CCCM Cluster Lead Agency under the Cluster Approach, the CCCM Cluster Coordination Officer performs a dedicated coordination, strategy development and advocacy function. In smaller emergencies this function will be performed at national level, in these situations the incumbent reports directly to the UNHCR Representative who has final accountability for the performance of UNHCR as Cluster Lead Agency and the incumbent liaises with the Global SC Coordinator who has global responsibility for the performance of UNHCR as Global Cluster Lead Agency. In larger emergencies this function will be performed at sub-national level, the incumbent will report to a P4 CCCM Cluster Coordinator at national level on functional issues and to the respective Head of Office on administrative issues. The nexus of security, humanitarian and development issues around Lake Chad Basin Region, has given rise to an intractable extremist insurgency since 2009, that has caused tens of thousands of deaths and left approximately 2.5 million people displaced. To date, over 10 million people in the region, particularly people from the North and Far North regions of Cameroon, Hadjer Lamis and Lac regions of Chad, Diffa region of Niger and Borno, Yobe and Adamawa states of Nigeria are affected and in urgent need of assistance. In response to this threat, the UN Security Council resolution 2349 (2017) was adopted, followed by a series of high-level conferences including the Oslo Consultative Group conference on Prevention and Stabilization in the Lake Chad Region held in Berlin, that called for increased regional collaboration to address the crisis and the African Union and Lake Chad Basin Commission conference on the development of a framework for a Regional Stabilization Strategy. Background Over the last decade, the four countries around Lake Chad Basin, Cameroon, Chad, Niger, and Nigeria have experienced unprecedented crises exacerbated by repeated incidences of violence from the Boko Haram terrorist group. In response to the situation, the Lake Chad Basin Commission (LCBC), in partnership with African Union (AU) Commission with support from UNDP, developed the Regional Strategy for the Stabilization, Recovery & Resilience of the Boko Haram-affected Areas of the Lake Chad Basin (RSS). The RSS provides a comprehensive, integrated, and multilevel framework for overall stabilization through nine inter-related pillars, including military support to the MNJTF, humanitarian assistance, and critical interventions to secure early recovery and long-term resilience. UNDP has developed the Regional Stabilization Facility (RSF) for the Lake Chad Basin region in support of the RSS implementation.
