Duties and Responsibilities  : Programming : Lead and coordinate the design and the operationalization of IRC Chad emergency interventions response with clear measures of success, using lessons learned from the past responses and different interventions in the East and Lac refugees camps. Manage all related Sudanese refugees influx response projects/Grants, including DIP, procurement plans, spending plans, and MEL plans, in collaboration with Field Coordinators and functions lead from Programs, Operations and Finances Initiate, and as necessary lead, needs assessments and data collection to feed into project design; Support field teams where needed to develop/refine tools for, and/or conduct, compile and analyse information from, rapid assessments. Governance Financing Agreement reference: 2100155042069 Project ID No.: P-Z1-KFO-075   The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Long term Expert on Tax Information System.   The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.
