Activity Description: To best reconcile the goals of the PSE and PROIP policies, USAID’s Inclusive Development Hub has requested INRM to conduct an analysis of the two policies to seek points of complementarity and identify approaches to manage potential conflicting intentions. The goal of this analysis is to develop a report (approx. 35-40 pages plus references and appendices) which will help Missions and other U SAID operating units to better coordinate implementation of the two policies, ensure the best outcomes for USAID’s private sector and Indigenous Peoples stakeholders, and mitigate reputational and programmatic risks for USAID. The work will consist of a desk review of the PSE and PROIP policies and other guidance or toolkits for working at the intersection of the two sectors. Also, it will include analysis of case studies that demonstrate and highlight differences in approaches, limitations, and opportunities for greater integration of policies to further the design and implementation of activities focused on improved natural resource management, climate action, and Indigenous population rights.
