Position’s Purpose:   The National MSME Consultant  will review background literature, help identify appropriate key informants from MSMEs working in relevant fields and geographies, the mining sector, the government of Guinea (national, regional, local government), and other individuals and entities for consultation; conduct key informant interviews (KIIs); and will draft written technical material that responds. Particular focus will be given to analysis of MSME capacity and barriers to market entry/growth; and identification of potential entry points for MSME engagement in the mining rehabilitation work. Objectives and Duties:    The consultant will be expected to work with the INRM team to complete the tasks below and any needed ad-hoc work. The Consultant will be supervised by the Senior Technical Advisor and the DAI INRM Activity Manager. The expected level of effort should occur over about 2 months. Purpose of the Consultancy The main objective of the consultancy is to advise the regional office on developing and enhancing WHOs positioning and value proposition for partnering with MDBs/IFIs to support the resource mobilization process in the EMR. 2.    Background The WHO has been increasingly working with Multilateral Development Banks (MDBs) and International Financing Institutions (IFIs) in operational partnerships, supporting countries to address their health needs especially in fragile and conflict-affected settings in the Eastern Mediterranean Region, where WHO supports countries/governments such as Yemen, Afghanistan, Iran, Somalia, etc. to plan, implement and deliver health services, strengthening health systems and build national capacities, contributing to human capital. Activity Description:  To best reconcile the goals of the PSE and PROIP policies, USAID’s Inclusive Development Hub has requested INRM to conduct an analysis of the two policies to seek points of complementarity and identify approaches to manage potential conflicting intentions.  The goal of this analysis is to develop a report (approx. 35-40 pages plus references and appendices) which will help Missions and other U SAID operating units to better coordinate implementation of the two policies, ensure the best outcomes for USAID’s private sector and Indigenous Peoples stakeholders, and mitigate reputational and programmatic risks for USAID. The work will consist of a desk review of the PSE and PROIP policies and other guidance or toolkits for working at the intersection of the two sectors. Also, it will include analysis of case studies that demonstrate and highlight differences in approaches, limitations, and opportunities for greater integration of policies to further the design and implementation of activities focused on improved natural resource management, climate action, and Indigenous population rights.
