Purpose of the Consultancy A consultant is needed to assist in the review and development of draft policies concerning alcohol control and tobacco control at national and subnational levels.   Background Tobacco and alcohol use are preventable behavioural risk factors for non-communicable diseases and injury. Tobacco use kills over eight million people each year worldwide and is a leading preventable risk factor for noncommunicable diseases (NCDs); the harmful use of alcohol is a causal factor in more than 200 disease and injury conditions and every minute one person dies from alcohol related harm in the Western Pacific Region.  The NCD Prevention and Health Promotion Team (PND) Unit under the Division of Healthy Environments and Populations, WHO Regional Office for the Western Pacific is mandated to support Member States to reduce the burden of NCDs through the implementation of evidence-based interventions to prevent and reduce modifiable risk factors including tobacco use and alcohol use, among others. Purpose of consultancy To produce a measurement framework for monitoring sexual and reproductive health (SRH) within primary health care (PHC). This will involve reviewing existing, relevant documents and frameworks to identify synergies and gaps specific to the SRH domain; obtaining inputs and feedback from multiple experts and stakeholders; producing a draft document; integrating comments and feedback on the draft document to produce a final version.  Background  WHO has published the Primary health care measurement framework and indicators: monitoring health systems through a primary care lens with prioritized indicators organized via a result-chain (inputs/processes, outputs/outcomes) and health system framework. Purpose of consultancy To contribute to the development of a global campaign to prevent non-prescription antibiotic sales.  Background  Antimicrobial Resistance (AMR) is recognized as one of the top ten global threats facing humanity. Misuse and overuse of antimicrobials, including antibiotics, are the main drivers in the development of drug-resistant pathogens. Low- and middle-income countries (LMICs) carry the greatest burden of AMR. In these contexts, antibiotics are often sold without prescriptions from community pharmacies, drug stores and other vendors.   The AMR Awareness, Campaigns and Advocacy Unit is mandated to coordinate AMR awareness and campaign efforts, including the World AMR Awareness Week (WAAW). A new campaign will be developed to prevent non-prescription antibiotic sales, without adversely affecting access to effective treatments for infectious diseases.
