East Emergency Coordinator

INTERNATIONAL RESCUE COMMITTEE (IRC)

Job Description The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The mission of the IRC is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. IRC Chad strategy The IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to the management of the ten camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition and water, hygiene and sanitation. In 2012, to respond to drought and food insecurity, IRC expanded its geographic coverage in the Guéra region. AFRICAN TAX ADMINISTRATION FORUM (ATAF)

The African Tax Administration Forum (ATAF) has received financing from the African Development Fund towards the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Regional Development Capacity Co-ordinator. The services included under this project are consultative engagement and validation of regional needs and priorities which shall include coordinating and preparing a report on each consultative engagement with regional ATAF Country correspondents and other delegates from TAs, validating the priorities and other program needs in each region for approval by the Manager Regional Co-ordination, elaborating the programs based on the findings for implementation by the ATAF Secretariat and implementing the regional Work Program.

The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders. Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.
