Background Peace and Development Advisors (hereafter PDA) work with national stakeholders to build, strengthen, and sustain nationally owned and driven efforts to build just and peaceful societies. The range of countries to which PDAs are deployed vary considerably. PDAs are also deployed in countries where political and developmental challenges exist around issues related to elections and constitutional processes, exclusion and inequality, environment, climate change and natural resource management. PDAs are deployed through a partnership between the UN Department of Political and Peacebuilding Affairs (DPPA) and the United Nations Development Programme (UNDP). PDAs support Resident Coordinators (RC) and UN Country Teams (UNCTs) in their efforts to work with national partners on conflict prevention and sustaining peace. They support early warning and risk management measures, and ensure that UN assessments, frameworks (mainly UN Cooperation Frameworks), strategies and programmes are informed by high quality analysis. L'IRC a commencé ses opérations au Tchad en 2004 pour répondre à la crise humanitaire causée par l'afflux de réfugiés du Darfour vers l'est du Tchad, avec une intervention dans le camp de réfugiés d'Ouré Cassoni. L'assistance aux réfugiés soudanais s'est maintenant étendue à la gestion de dix camps dans l'Est et d'un camp dans l'Ouest avec l'assistance aux réfugiés et aux communautés locales en matière de santé, nutrition et eau, hygiène et assainissement. En 2012, pour répondre à la sécheresse et à l'insécurité alimentaire, l’IRC a étendu sa couverture géographique dans la région du Guéra. L'IRC travaille actuellement dans trois districts de santé, Mongo, Mangalmé et Melfi, et fournit des services de prévention et de traitement de la malnutrition à la population locale. En mai 2016, IRC a ouvert un bureau dans la région du Lac pour répondre à la crise de Boko Haram. Background The nexus of security, humanitarian and development issues around Lake Chad Basin Region, has given rise to an intractable extremist insurgency since 2009, that has caused tens of thousands of deaths and left approximately 2.5 million people displaced. To date, over 10 million people in the region, particularly people from the North and Far North regions of Cameroon, Hadjer Lamis and Lac regions of Chad, Diffa region of Niger and Borno, Yobe and Adamawa states of Nigeria are affected and in urgent need of assistance. In response to this threat, the UN Security Council resolution 2349 (2017) was adopted, followed by a series of high-level conferences including the Oslo Consultative Group conference on Prevention and Stabilization in the Lake Chad Region held in Berlin, that called for increased regional collaboration to address the crisis and the African Union and Lake Chad Basin Commission conference on the development of a framework for a Regional Stabilization Strategy.
