Missions: L’Expert(e) Technique International(e) en appui à la formation des Forces de Sécurité Intérieure en Gestion des intendances travaillera sous la supervision directe du Conseiller Technique Principal du projet et en étroite coopération avec l’ensemble du staff du projet, ainsi qu’avec la composante Police de la MINUSCA à travers le pilier développement et ses sections des coordinations de la réforme et de la formation. Le Consultant devra consulter le leadership des FSI et travailler conjointement avec les partenaires techniques et financiers du Ministère de l'Intérieur chargé de la sécurité publique intervenants dans le domaine de la formation des FSI, notamment le volet objet de cette consultation, afin de garantir une bonne coordination des interventions. Background Depuis décembre 2013, la République centrafricaine (RCA) traverse un conflit violent et ses institutions connaissent une crise profonde. Plus d’un million de personnes ont été déplacées et toutes les parties au conflit ont été impliquées dans de graves violations et abus des droits de l’homme ainsi que du droit international humanitaire (DIH). Ces violations et abus incluent le meurtre, la torture, les violences sexuelles et celles basées sur le genre. On estime qu’entre 3.000 et 6.000 personnes ont été tuées depuis le début de la crise de 2013. Ces chiffres ne reflètent pas l’ampleur réelle des crimes commis et leur impact sur la société centrafricaine.
